Addressing the Need for a New Wastewater Treatment Plant in Canmore

In the coming years, Canmore will need to address the fact that the current wastewater treatment plant (WWTP) does not meet newer provincial regulations (denitrification). The estimated cost to replace the plant is estimated at $100,000,000+ based on a town population of approximately 23,000 residents, without anticipating any future growth. Contemplated growth (since 1991) could see Canmore grow to 31,000 people over time.

Background:

The existing wastewater treatment plant, a Biological Aerated Filter (BAF) system, was commissioned in the late 1990s. At the time, the council and administration chose this option and one reason provided was limited available land area. The issue now is that the Canmore BAF plant cannot be upgraded to comply with newer regulatory changes and must be replaced in less than 10 years (2031/32), incurring significant costs. Reflecting on the Situation:

There are many questions that one would like to ask such as: Was the plant footprint the deciding factor? Was consideration given to the possibility of needing to upgrade the plant to adhere to future regulatory changes? Dwelling on these questions would be futile at this point. The focus should now be on determining the best course of action going forward.

Recommendations

While we have confidence in the competence of the Town of Canmore's retained consultants, seeking a second opinion is not unwarranted. It is crucial to evaluate all available options; while a second opinion may not change the need to replace the plant, it could shed light on alternative solutions and initiate a conversation that minimizes future unintended consequences. Given the significant financial commitment involved, it is imperative to ask pertinent questions before making a $100,000,000+ decision.

Moving Forward:

It is our hope that relevant questions are asked and answered, even if the responses may be challenging. Asking these questions now can help mitigate future unintended consequences.
