BOWDA Supports Province’s Decision to amend the Municipal Government Act

November 26, 2010

The Bow Valley Builders and Developers Association (BOWDA) is pleased that the Province has amended the Municipal Government Act to ensure that Sustainability Screening Reports do not unnecessarily delay development in Canmore.

“The Order in Council approved by the Province is quite simple” states new BOWDA Executive Director, Ron Remple. “It states: ‘A development authority may not require, as a condition of a completed development permit application, the submission to and approval by council of a report regarding the development.’ What it simply means is that that the Town can no longer say that an application is incomplete because it doesn't have an SSR approved by Council.”

According to Terry Burch, Chair of BOWDA, “The development community has never been 100% against the SSR process, in fact we see tremendous value in sustainable development and a sustainable community, and we support what the SSR process was trying to accomplish. However, the main issue with the current SSR process is that it took away legal land rights of land owners.”

As the Town moves forward with amending their policies, BOWDA continues to be willing to work with the Town to come up with a solution that works for the Town and works for the developers at the same time. “We firmly believe that there is a ‘made in Canmore’ solution to this,” states Remple.

“One of the key reasons why I took this position was that I believe that the developers have done an excellent job at building and sustaining our community. I see how they have supported so much of the social fabric of Canmore, and how they have been leaders in bringing in environmental sustainability to building practices, supporting and leading affordable housing initiatives, and simply donating significant funds into worthwhile community initiatives. The development community will continue to work with the Town to find a solution that works for everyone.”
